I should note however that my upload is awful in comparison to download. It's also pretty damn expensive and capped at 120GB combined up and down a month. Past that they charge $1.50 a GB. But hey, it's basically the only major ISP (actually there's another one that sucks even more).

I kind of find the graphics confusing. I have a downrate of 46kb/s, whereas it says "0.46Mb/s". This can't be Megabits, but must be Megabytes.
0.46*1024(kb) = 471.04kb. Which is very much =/= 46kb/s.

I think you're mixing up bits and bytes. Lowercase b is bit, uppercase is byte. Even on a phone modem you'd be getting more than 46kbps (you'd have 56kbps). My guess would be that you have a download speed of 46 kilobytes per second, which means roughly 368kbps, much closer to the 460kbps result you got (which in fact is about 57kB/s).
I did not care about b or B there. I did care about that I do, tested it, have a downstream of 45 kilo bytes per second. Or 46, in this case. And the graphic says it's 0.46Mbps. Which won't make sense in either way, meaning "megabits per second" OR "megabytes per second". Because meaning megabits, it would turn out with 58.88kBYTES/s, and the other way with megabytes, it would be 471.04kBYTES/s. That is what I was saying.
And yes, I do have a downstream speed of around 46 kilobytes per second, and the 384orwhatever kilobits per second. 57 per second is utopia, never reached this.

Y U HAS BETTER UPLOAD
Well, the connection is currently the one of our renters... They're sharing them with us over WLAN because the ISP is failing epicly. They say they gotta send out a technician to do some work at some box somewhere in the somewhere (yes, they give information that exact). I say it takes 5 minutes for that guy to do it, but meh, "the next available day to send out one is the 17th". Asshats. We no have interwebz until 17th :(

Well at least it's a significant upgrade from your previous one.
Moving will probably have the opposite effect on my own connection. I'll probably leave my apartment and get a place at my university's dorms next fall. Internet is included in the rent price and can't be canceled, but it's 3Mbps down and 0.8Mbps up, capped at 5GB/months.
At least I'll get free high speed (read ~200Mbps) internet in the university itself.
